In public sector of Bangladesh , where the organizations are providing services to the people and are involving in development of various social and economic indicators, Power sector particularly Bangladesh Power Development Board is one of the most important organization. But the power sector in Bangladesh faces numerous problems due to lack of good governance along with poor procurement management which is considered as a root cause of these problems. According to Bangladesh Country Procurement Assessment (World Bank1,2002) The constitution had no direct provision bearing on public procurement. Neither was there any procurement law or decree. For introducing good governance in public procurement with the establishment of a unified national procurement framework and institutionalizing the procurement management capacity to ensure economy, efficiency, transparency, fairness and better value for money, The CPTU was established in April 2002 as a unit within the Implementation Monitoring and Evaluation Division of the Ministry of Planning. As the Bangladesh Power Development Board is one of the large Budget headed organization and the majority of the activities of the power sector are conducted by this organization efficient and effective procurement management is of paramount necessity for BPDB as power sector organizations in order to produce and provide quality electricity and related services to the consumers. The main objectives of this dissertation were to identify the weaknesses and obstacles of present procurement process in Bangladesh Power Development Board in terms of efficiency and to propose ways to make the procurement system in Bangladesh Power Development Board more efficient and effective.
