Includes bibliographical references (pages 40-41) Bangladesh's public procurement system has adhered to the legislative guidance of PPA-2006 and PPR-2008. However, using manual tendering by public procurement agencies has long been accompanied by difficulties and challenges. To overcome this problem and bring the transformational vision, Bangladesh's Ministry of Planning adopted the e-Procurement system following the e-GP guideline in 2011. Following the positive results of the pilot testing carried out under the auspices of CPTU, all public PEs are attempting to implement electronic procurement tenders. However, numerous investigations have yet to be done on analyzing the performance of the e-GP system since its inception. This study aims to look at the important characteristics of effective e-Procurement system execution in Bangladesh to meet the indicators of the 7th FYP. Another goal is to identify e-procurement implementation issues, compare e-tendering system efficiency, and build an efficient e-procurement implementation assessment model. Mixed methodologies, focus group discussions, interviews, and predominantly survey questionnaires were employed to collect data from Comilla University as a population. The outcomes showed that e-Procurement tendering was more efficient than manual bidding in terms of time, cost, and process contexts. The study's findings will help academicians, students, practitioners, and researchers. Furthermore, the public e-procurement policy, like e-GP Guideline 2011, can be updated. Reazul Zannath M.
